Mr. Preece has over 40 years experience in senior airline, aerospace and airport management positions. He spent 25 years with British Airways in various overseas assignments and was manager of the passenger terminal operations at Heathrow. He then joined British Aerospace as Marketing Development Manager, followed by five years as Managing Director of Liverpool Airport.
Since 1993 Mr. Preece has been a consultant to various airport authorities and governments. His assignments have included ICAO, an agency of the U.N., as Consultant to the Government of Vietnam Government where he advised on the reorganization of their entire civil aviation structure, including a strategic marketing plan for Vietnam Airlines.; South African (Airport Master Plans for Cape Town and Durban); Angola (CAA, Airline and Airport restructuring); Caribbean (Airport development planning for Barbados); Sri Lanka/Romania (airport development and privatization); China (airport development and foreign investment planning).
He has served as advisor to the European Bank of Reconstruction and Development on airline and airport issues, the European Aviation Safety Agency on the standardization of Part M aircraft maintenance procedures, USAID on airline restructuring in Armenia and the IFC on private sector participation in Jordan's capital city airport.
He is a graduate of the College of Air Training the London Business School in the United Kingdom.
